It does not qualify as a profile in courage. Building apartments for lower-income senior citizens ought to be a routine act of civic responsibility. It should not be seen as a giant leap of faith. Or, in some towns, simply rejected.

But this is Western New York. Stereotypes die hard. Mention the term "lower-income" and some people picture Mongol hordes storming every cul-de-sac.
