An unusual and controversial effort to dismantle St. Gerard Catholic Church in Buffalo and rebuild it in Georgia is spurring the city's Common Council president to seek changes in preservation law to prevent what he calls "architectural plunder."

"I don't mind people reusing stuff that's going to be demolished," said David A. Franczyk of the Fillmore District. "But to move a church to a Sun Belt sprawl zone amounts to strip-mining our treasures."
