America must not rest easy. One good reason for that vigilance comes in the form of a recent report giving the federal government mixed grades on its ability to protect Americans from the threat of weapons of mass destruction.

More than eight years after the post-9/11 threat of anthrax attacks, and just after news that Iran has ramped up its efforts in becoming a nuclear state, Congress and the Obama administration still need to strengthen national security. The report measures the government's performance in 17 areas and gives both the White House and Congress "F" grades for failing to build a rapid-response capability for dealing with bioterror threats or provide adequate oversight over security and intelligence agencies.
