She got there at 10 o'clock Thursday morning, just to be sure. Barack Obama's limousine was not supposed to pass on William Street for nearly four hours. But when you are 70 years old, and America's first black president comes to town, you do not take chances. You get there early, you stake out your spot on the sidewalk, and you wait for that fleeting moment when history passes in front of your face.

This is why Shirley Watts came early and stayed late. She stood near the corner of Lewis and William streets -- up the block from Industrial Support Inc., the president's scheduled stop -- for more than five hours. She stood in the sun. She stood as raindrops began to fall. She stood, under her umbrella, as rain pelted down.
