Buffalo Public School Superintendent James A. Williams has long insisted that he has a plan to bring in the millions in federal turnaround funds available to the district's low-performing schools. But the plan tends to fall short in the eyes of state officials and, unfortunately, those are the only sets of eyes that count.

The district will resubmit a revised grant application some time in the next few months, though it could be sooner. Hopefully, local officials will have taken to heart the state's viewpoint.
