Summary
In the 1960s, as industries began an unceremonious departure from their city limits, two Rust Belt towns -- Buffalo and Pittsburgh -- saw their private universities purchased by their respective state governments.
Pennsylvania, though it provided state funding to ensure all residents could afford the cost of attendance, had the foresight to understand how higher education is funded and allowed that school to set its own tuition.
