With a public hearing on the proposed city budget only a week away, members of the Common Council struggled Wednesday over whether to privatize trash collection or keep it as a municipal service.
If the work is contracted out to a private operator, the city's tentative property tax rate for 2011 could be reduced by about 2.2 percent from this year. But then property owners or occupants would have to pay a user fee that could far exceed the small tax cut, officials said.
