Not a single person spoke Thursday night for or against the city School District's proposal to borrow as much as $130 million to renovate or add to the district's 11 school buildings and to improve athletic fields and playgrounds.

The public hearing was advertised in advance, but only School Board members; administrators; staff; Joseph Catalano, president of the Niagara Falls Teachers union; and a newspaper reporter showed up.
