With lawmakers poised to crack down on "ground feeding" of birds and other animals, Kenmore residents Tuesday night urged action on other conditions that have added to this summer's spike in rat sightings.

Residents voiced their concerns during a public hearing on a proposed local law to require that any feeder used to feed animals be equipped with a tray to prevent food from scattering on the ground. It also would require that pet owners properly dispose of animal wastes.
