Officials of Seneca Nation of Indians have notified Mayor Jeff Pond that they are withdrawing an offer to work out a joint community development agreement and also are halting dialogue on a proposal to make casino revenue payments directly to the city as a host municipality.

In a letter dated Feb. 15, Seneca President Robert O. Porter blames the breakdown in talks on Pond's State of the City address delivered earlier this month.
