More floats on the 5 p.m. parade route down Elmwood Avenue, over Allen Street, through the Chippewa Street party zone, back up Delaware Avenue and over to Days Park. Shea's Performing Arts Center has moved its 11th annual Martini Gras festivities to this night. No fewer than three dozen nightspots along the parade route are offering something special. Rocked to its foundations by the arrest of its interim chairman during a big cocaine ring roundup last week, it lost its vice chairman and three other members Monday. It will hold a news conference at 11 a.m. in Common Council Chambers to talk about the arrest and reaffirm its mission. Then it plans to meet and choose a permanent chairman.
