'Turnaround' Models Can Help Buffalo Improve

New York State Education Commissioner David Steiner has identified seven Buffalo schools as among the "persistently lowest achieving" in the state, requiring the Buffalo School District to adopt reform measures to improve student achievement ("7 Buffalo schools on state list face reforms," The Buffalo News, Jan. 22).

Turnaround schools are, by definition, schools that have demonstrated that they have dramatically improved student outcomes in a short time. There are a number of practices the district can adopt that can quickly improve the performance of its chronically low-performing schools. They include:
